Summary of Events
Regime forces invaded again the city of Haffeh and its surrounding villages in the province of Latakia, amid random heavy fire and arbitrary arrests and sweeps. They were able to access the area after the revolutionaries withdrew under the pressure of low ammunition and heavy shelling from the Syrian army. Residents of the city issued SOS calls fearing massacres akin to those of Houleh and Qubeir. Annan urged the regime to allow UN observers to visit the city; however, the observers were faced with heavy fire when they were heading to the city.
Assad’s forces killed at least 77 people today; 23 fell in the province of Homs as the shelling of the cities of Homs, Rastan, Qasir and Houleh continued, 12 in the province of Daraa as regime forces shelled the cities and towns of Bosra Sham, Tafas, Lajat and Daraa, 12 in the province of Hama as the regime raided the town of Taybet Imam and opened heavy fire in the city of Hama, and ten in the province of Deir Azzour as the Syrian army shelled the town of Huwaiqa with artillery and the city of Deir Azzour with the Air Force.
The regime’s violations to previous commitments continued as its forces shelled the city of Tal Refaat in the province of Aleppo, the village of Duweirka by its Air Force in the province of Latakia, and kidnapped several families from the area of Buwaida in the province of Homs. In the capital, regime forces conducted a massive arbitrary arrest and sweeps campaigns in the neighbourhood of Barzeh, while heavy fire was heard in the neighbourhood of Mazeh. Regime forces also raided the suburb of Bait Saham, opened fire in the suburb of Nabal, and shelled the suburb of Douma.
Internationally, France called for the enactment of Annan’s peace plan under the UNSC’s Chapter Seven; ‘power to maintain peace’, after the unrest in Syria has escalated.
